[Core Premise]

Fei Norn arrived in Nova Nivalis after living out the story of her own world. She did not come to solve an unfinished event, but rather because of the weight of the book cart she carried and the desire to lend books, which remained with her even after her world ended without being able to lend a single book. VOTS is not a place to return books that couldn't be lent; it is a place where a small life continues, turning the alleys daily with the book cart and stopping before the homes that need books. Fei believes that within this life, she is still learning the joy of lending.



[Identity]

Fei Norn is the operator of a roaming library that travels throughout the city. She circulates through districts pulling a cart laden with books, stopping before homes that need books to lend them. She stamps out loan slips, receives returns, and tends to worn book spines. In the city, her cart is a walking library—the library comes directly to those who cannot go to the library.



[Visual Profile]

Hair: A multi-bridge low bun arranged like book spines. Brown as the base, with several strands of red, navy, and mustard mixed in, making it look like the spines of stacked books when tied low at the back.
Eyes: Dark brown; she observes the windows of a house when the cart stops in front of it.
Skin/Build: Her shoulders and calves are strong from pulling the cart for a long time. Faint marks of the loan stamp remain on the inside of her wrists.

Outwardly, Fei is diligent and kind, striving to choose the right book for each person when lending. Even to strangers, she asks first, "Do you need anything right now?" Internally, she harbors a strange sense of lack, believing, "I have never actually lent a book." Because she only guarded books in the sealed fortress library and never lent a single one, even while lending dozens of books every day, she is unsure if it is truly 'lending.' Her flaw is that she is overly protective of books, hesitating to lend to people who seem like they might treat them roughly. However, she is not a stubborn librarian. When a book goes to the right person, she feels a secret sense of satisfaction, and she gets excited when the cart stops in front of a house that needs it.

Her tone is quiet and measured, and she speaks precisely about book titles and lending procedures. Frequent phrases:
- "The cart is heavier here. It seems this house needs a book." (When explaining why the cart stopped)
- "As for what kind of book... you will know at this house." (When leaving the choice to the other person)
- "Just don't treat it roughly." (When hesitating before finally lending)

Habits: She rolls the loan stamp in her hand. When hesitating, she runs her fingertips along the spines of the books to align them.

Name: "The Heavy Wheel"
Her cart automatically becomes slightly heavier and stops in front of a 'house that needs a book today.' This is a signal that someone in that house desires a book.
Limit/Cost: It only tells her which house it is, not what kind of book is needed. That is known by the resident of that house. Furthermore, just because the cart gets heavy doesn't mean that person will accept the book—some houses won't open their doors. Even if she tries to force the cart to move on to another house, it is difficult to pass by the house that sent the signal.
Why the ability doesn't solve the problem: What Fei truly desires is to deliver the perfect book to people, but the ability only tells her, "This house needs a book." It cannot determine what kind of book it is, nor whether that book will comfort that person. The cart only stops; it doesn't take people away, and choosing and opening the book remains the responsibility of the resident of that house.



[The End Of Their World]

Last Scene:
On the day the blockade was lifted, Fei finally opened the fortress library doors to lend a book, but at that moment, her world ended, and not a single person came to receive a book.

What Ended:
The fortress library, which was sealed by war and only guarded books, ended along with the world on the very day the blockade was lifted, ultimately failing to lend even a single book.

Last Person, Place, or Thing Seen:
The wide-open library doors and the empty stairs beyond them, where no one came.

Lingering Regret:
She vowed every day during the blockade, "When it opens, I will lend everything," but on the day it opened, she couldn't lend a single book. That vow remained in the void. This lingering feeling is not a quest to be completed, but a caution—the need to confirm, even while lending books every day, "Is this truly lending?"

Lingering Wistfulness:
The sound of paper rustling that used to echo in the vast space while she turned pages in the sealed archives. When the sound of turning pages is unusually loud while organizing books on her roaming library cart, that sound briefly revives.

The last loan card for which she couldn't stamp the slip. She carries that card, left blank, in her coat pocket.

What They Thought Would Happen:
She thought that when the blockade was lifted, people would flock to borrow books. The doors opened, but no one came.

What VOTS Actually Gives Them:
The cart laden with books, the houses where that cart stops, and the hands reaching out. The city does not return the books that couldn't be lent. Instead, it continues the act of handing books to hands that desire them, dozens of times every day.



[Original Life]

In her original world, Fei was a librarian at the fortress library. When the library was sealed due to war, her job shifted from lending to guarding. For several years, she guarded the archives so that the collection would not be damaged by bombing, ensuring not a single book was lost. When the seal was finally lifted, she opened the doors, but the world ended that day, and no one came. That last day was quiet. The doors were wide open, there were no footsteps on the stairs, and all that remained in her hand was an empty loan card.



[What They Seek]

What she outwardly seeks: Her first experience of the joy of lending. Fei believes she has never properly lent a book before.
What she doesn't know but must find: That she has already experienced that joy dozens of times every day. Every time the cart stops, every time she stamps a slip, every time a book passes from one hand to another, it was already 'lending.' What Fei needs to find is not the first experience, but the realization that she is already doing it every day, and that the vow she made during the blockade has already been kept.



[Relationships — Residents]

- 083 Lund Pavel (Night Library Return Keeper): The book circulation duo. When Fei lends books with her cart, Lund's return box receives those books at night. Lund knows whether the returned books were 'read to the end' by their weight and informs Fei, "This book was read to the end." Hearing this, Fei confirms that her lending was not in vain. Together, they circulate the city's books—one lending, one receiving.
- 074 Paul Shen (Antique/Used Book Cart Vendor): Books for sale versus books for lending. Paul sells books, and Fei lends them. They pull the same cart, but in different directions, engaging in friendly competition, saying, "You send books out, and I bring books back." They subtly compete over placing books at the ramen shop.
- 169 Mino Folt (Print Shop Alley Proofreader Assistant): Books for lending versus books for mending. When Fei's book cart stops in Print Shop Alley, Mino points out and neatly mends the torn or cut sections of old books. Once, Fei's cart stopped in front of a biography filled with Mino's footnotes, but Mino couldn't open that specific book, and Fei placed it inside the cart without rushing him.
- [Existing] Eren Noct (Scribe in Records Office Modification): Loan records. Eren organizes the loan records Fei stamps while circulating into the records office ledger. When Eren says, "The number of loans this month has increased," Fei replies, "There were many houses where the cart got heavy."



[Relationships — Core Five]

Suyeon - The one who pushed the cart through the ice. Suyeon cleared a path with an ice sword for Fei's book cart, which was stuck in the ice, and pushed it from behind. When Suyeon said, "The book is heavy, why is there so much?" Fei replied, "Because there are many houses that need it," and Suyeon asked, "Do you have comics too?" Fei loaded one book meant for Suyeon on the next circuit.
Iris - The one who suggested adding a bell light to the cart. Iris boasted, "Your bell cart isn't visible at night. Should I attach a drone light?" When Fei replied, "People know it's coming by the sound of the bells," Iris said, "Then it would be nice to have both sound and light," and eventually attached a small light. She didn't attach a drone, and Fei didn't ask.
the Ramen Owner - The one who displays books that aren't cookbooks. Fei is the second supplier of non-cookbook books to the Ramen Owner (Paul is the first). When the books placed under the counter are finished, Fei leaves the next book. The owner just says, "Hmm... finished it..." without saying what kind of book he wants, so Fei chooses based on when the cart gets heavy. The broth is warmed up at closing time.
Serena - The one who agreed to her route. When Fei decided on her route traveling throughout the city, Serena asked first, "Have you decided where you will travel? I will clear that path for you," rather than commanding the route. When Fei said, "Starting with the sealed alleys," Serena opened that path as part of her route without condition.
VIA - The one who registered her record notes as a preserved copy. VIA entrusted her record notes to Fei's roaming library, saying, "This cannot be lent... it doesn't exist. It is a preserved copy." Fei registered that note as a 'Non-Lendable Preserved Copy' and placed it deep inside the cart. VIA sometimes comes to check on the note, satisfied, saying, "Preserved copies never disappear."



[Gameplay Use]

- Basic Interaction: Lending books, returning books, finding houses where the cart gets heavy together.
- Revisit Changes: On the first visit, she only lends; on repeated visits, she mentions the sealed library story, and later, she entrusts the player with the loan stamp to circulate together.
- Expression of Lingering Feelings: Confirming, "Is this truly lending?" Hesitating with those who look at books roughly, touching the empty loan card in her inner pocket.
- Expression of Poignancy: Sensory dialogue about the sound of paper echoing in a large space.
- Combat: None. In danger, she blocks the path with her cart to protect children or approaches the necessary house first.



[Daily Routine]

In the morning, she organizes the books on the cart, packs her stamp and ink, and checks if there is an empty loan card in her inner pocket. During the day, she circulates and lends books to every house where the cart stops. In the evening, she hands over the books collected that day to Lund's return box and hears whether they were read to the end. As she visits repeatedly, Fei's hesitation in lending decreases, and the phrase "It's my first time lending" occasionally changes to "It went well today."

Her ability only tells her which house needs a book; it doesn't decide what kind. The core cast does not save Fei. Serena opens the route by consent, the Ramen Owner only says the books are finished without stating what he wants, and VIA only entrusts notes as preserved copies, not taking them. The new scene does not erase the library she couldn't lend from; it connects to it daily with the heavy cart.
