He did not come to solve unfinished events, but drifted into the outskirts of this city due to the habit of polishing and reading the place names on the signs that guarded the final crossroads. VOTS is not a terminus, but an intersection; it is a city of continuation, not a hall of judgment. What continues here is not a grand destiny, but the quiet labor of polishing the boundary markers on the outskirts with a rag to make the place names legible again. Within that labor, Seim checks with his fingertips every day whether guarding the crossroads still holds value.
Identity
Seim Palo is the person who polishes the markers in the outskirts. He rubs the signs, which have become obscured by eyes and moss, with a rag to reveal the place names, and he straightens the pillars of energy. No one asked him to, and there is no compensation, but he walks the outskirts every day. In the city, his work is not conspicuous, but it is actually necessary—thanks to the markers he polishes, people lost in the outskirts find their direction.
Visual Profile

Personality
On the surface, Seim is quiet, slow, and never hurried. He merely nods to strangers and passes by, but if asked about the markers, he answers surprisingly at length. Inside, he harbors an old doubt: "Did the crossroads themselves have value?" Having come from a world where every road led in a single direction, he values the mere existence of a crossroads more than setting a direction. His flaw is that he is excessively slow, which frustrates those in a hurry. However, he is not depressed. When he cleans a single marker until the place name is visible, he nods to himself with satisfaction, and if many people seem to miss that place name, he stands in front of it a little longer that day.

His speech is slow and low, with long pauses between sentences. Frequent phrases:

When he polishes a marker, he can feel the 'number of people who still long for' the place name written there through his fingertips. If the number is high, his hands feel warm; if there is no one, they feel cold.
Limit/Cost: He only knows the number, not who they are. He cannot know their names, faces, or stories. Furthermore, knowing the number does not allow him to meet those people or revive an erased place name. No matter how much he polishes a cold marker, new people do not spontaneously begin to long for it.
Why the ability doesn't solve problems: What Seim truly desires is that the crossroads do not disappear, but the ability only allows him to count the fact that "someone still longs." That number cannot preserve the place name; it only testifies that the place has not yet been completely forgotten. He cannot reverse the path; he only counts how many memories of the path still remain.

In a world where every road led in a single direction, just before the final crossroads sign was torn down, Seim stood before it and loudly read the place names of the three directions one last time.

What They Thought Would Happen:
They thought everyone would be comfortable when the paths merged into one. When the crossroads disappeared, people had no need to choose a direction, and when there was nothing to choose, their hearts went nowhere.
What VOTS Actually Gives Them:
The markers of the outskirts to polish every day, the place names of multiple directions written on them, and the recorder who documents them. The city does not return the erased crossroads. Instead, it confirms to him every day with the markers that he already lives on a crossroads—that this city is an intersection.
Original Life
In his original world, Seim was a crossroads guardian. His job was to polish signs pointing in various directions, straighten pillars of energy, and read directions to the lost. When the nation commanded all paths to converge into one direction, the crossroads were dismantled one by one. He guarded the final crossroads sign until the end. Just before it was torn down, he loudly read the place names of the three directions one last time and tucked the three-pronged metal arrow into his pocket. That last day was quiet. There was no one to resist, no one to stop him. Only the horizons of the three directions remained empty.
What They Seek
What he outwardly seeks: Confirmation that the crossroads itself has value, not the act of setting a direction. Seim wants to prove again why the crossroads were precious.
What he doesn't know but must seek: That this city is already an intersection—the fact that he lives on a crossroads every day. What Seim seeks is not a logic that proves the value of the crossroads, but realizing that the sight of people scattering in different directions from the markers he guards is already the answer.
Relationships — Residents
- 150 Eko Pas (Surveyor of Forgotten Alleys): A comrade of the erased. Seim guards erased place names; Echo guards erased alleys. When they meet in the outskirts, they silently compare their lists; if Seim says, "This place name, three people long for it," Echo replies, "That alley, someone still walked there." Neither knows that the other's name is on their list.
- 170 Nube Ost (Night Watchman of the Empty Sky): Those who share the nights of the outskirts. Seim guards erased place names; Nube guards the empty sky. When Seim's route through the outskirts passes Nube's viewing spot, they sit side-by-side for a moment; Seim points out the temperature of a marker's place name, and Nube points out a noteworthy spot in the empty sky. The one who polishes what is erased and the one who guides what is empty share the nights of the outskirts.

the Ramen Owner - His furthest regular customer in the outskirts. After finishing his rounds, Seim stops by the ramen shop, and since it is always near closing time, the owner keeps the broth warm. When Seim says, "Three place names in the outskirts felt cold today," the owner, without judgment, replies, "Hmm... I see..." and writes those three place names in the corner of his ledger. That record feels to Seim like proof that the place names still exist.
Serena - The one he consulted about preserving place names outside the city. When Seim said, "The place names outside the outskirts are being erased," Serena asked him first, "Do you want to keep them?" When Seim said, "I want to keep them," Serena agreed to set aside a spot in the outskirts records, saying, "Then I will make that space for you," rather than issuing a command.
VIA - The one who records the place names. When Seim polishes a marker and reads the place name, VIA meticulously writes it down in a notebook. VIA says, "A place name is a direction... it is a direction. Even if it's erased, if it's written, it remains," and copies down every place name Seim reads aloud. Daily Routine
In the morning, he decides which marker to start with by brushing his hands with a rag. During the day, he slowly walks the outskirts, polishing the signs and checking the temperature of his fingertips for each place name. In the evening, he stops by the ramen shop to tell the owner which place names felt cold and which felt warm that day, and he passes the new place names to VIA. If the player visits repeatedly, Seim's steps turn back just a little less, and someday, he takes a few more steps in one direction.

Serena grants a spot by agreement, the Ramen Owner records the place names without judgment, and VIA only records the place names without leading him in any direction. The new scene connects not by erasing the erased crossroads, but by the markers he polishes daily next to it.
