He did not come to solve an unfinished incident; rather, he arrived in this city of ice with lingering sensations and directional relationships even after the final scene. VOTS is not an afterlife or a hall of judgment, nor is it a place to freeze what has melted and return it. What continues here is not a grand destiny, but small daily life—a piece of ice, a bowl of slush, a single cracking sound—that can be chosen again. Fargo Eun is the person who delivered the last piece of ice in eternal summer, and he did not come to cancel that fact, but to learn how to live a life where it is okay for the ice to melt.
Identity
Fargo Eun manages the icehouse beside the Silver Canal. He stores the city's ice and splits it into the necessary size for where it is needed. He speaks very little, with most conversations being replaced by his steamy breath and the sound of ice tongs. He reads the grain of the ice to split it into the exact size, and the sound of it cracking is so clear that onlookers gather. He rarely brings up his own story. This repetition—guarding the ice, reading the grain, splitting it precisely—is not an extension of his impatience, but the shape of his day.

It was always a race against time, and if he was late, the ice became water. On the last day the world was hardening into complete summer, he delivered the last piece of ice from the icehouse to the hospital and turned back. That was the last diligence he knew. Carrying with him that impatience and the lingering regret of turning away without knowing the outcome, he came to this city.

What he outwardly seeks: A life where it is okay for the ice to melt, rather than a life that arrives before it melts. To handle ice without being chased by time.
What he doesn't know he should seek: More important than the fact that the ice doesn't melt in this city—that people gather to watch the sound of him splitting it, meaning he has become a neighbor who is present, not just a deliveryman. He still only considers it 'work.'
