Yuri Kap arrived at Nova Nivalis after living out the story of his own world until the very last scene. He wasn't here to solve an unfinished incident; rather, the tremor of the cable left behind after sending the last gondola, and the habit of carrying people, led him to this city of snow. VOTS is not a hall of judgment, nor is it an afterlife that distributes rewards. What continues here is not a grand destiny, but the small life of a single gondola ascending and descending the hills, the number of passengers counted by resting a hand on the cable, and the tremor coming from the far end. With the hand that sent the last descending gondola in a world where the mountain village was emptied, he now carries people up the hills of this city.

Identity

Yuri Kap manages the cable that runs from Starlight Bridge to the outlying hills. He inspects the cable, pushes the gondolas, oils the pulleys, and ensures passengers ascend and descend safely. Although the cable in this city is just one old line, he cares for it like his own heart. His function is not decoration, but the labor of life connecting the top and bottom of the hills. He says he prefers sending people up to sending them down—because going down feels like leaving, while going up feels like arriving.

He has carabiners attached to his waist; these are new cable-specific ones, different from the old climbing ones Hera Monts uses, featuring a smooth surface and a double-locking mechanism. Personality

Outwardly, he is taciturn and diligent. His hands move before his words, and he never skips an inspection. His flaw is that he still views sending people down as a farewell, and his heart momentarily grows heavy every time he sends a descending gondola. Also, he dislikes rushing, so even when talk of installing a new cable comes up, he only repeats, "Let's take it slow." He is not someone burdened only by tragedy. On days when the cable tension is perfect, he hums a tune, and he feels a subtle sense of pride when the number of passengers ascending increases, feeling childlike satisfaction when the gondola glides smoothly.

When Yuri places his hand on the cable, he knows how many people are on the gondola at the far end through its tremor. It remains in the gesture of sending down his descending gondola, only surfacing when he wills it, and within the limit of not changing others' choices.

After the last gondola descended, the low vibration of the empty cable ringing alone in the wind. It remains as a tremor, briefly reviving when he places his hand on the cable, only to blend with the sound of the city's cable.

What VOTS Actually Gives Them:
The gondola that ascends and descends the hill every day, and the increasing number of passengers. VOTS does not restore the emptied mountain village. Instead, it slowly shows him, through the repetition of daily life, that there is sending up, not just sending down, and that lights can be turned on again on the hill.

Original Life

He was the last cable operator in a world where the mountain village was emptied. His cable was the only path connecting the village on the hill and the city below. Every day, he inspected the cable, carried residents going down to shop, and sent them back up to the hill in the evening. As the village gradually emptied, the gondolas became lighter, and the cable's tremor grew fainter. On the last day, he pushed the descending gondola carrying the last resident. There was no one on the ascending cable that day, and he watched the empty gondola climb the hill alone. The ascent, with no one to send up, was the loneliest sight he knew. And the story after that day did not remain in his world.

What They Seek

What he perceives as seeking: Sending people up, not sending them down. He wants to do more ascents, which feel like arrivals, rather than descents, which feel like farewells.
What he truly needs to find but doesn't know: That the number of people ascending the hill is already increasing. He still considers ascents rare, but the outlying hills of this city are seeing an increasing number of people coming up to watch the sunset or cross the Starlight Bridge.

Tolvo handles the roofs and towers, while Yuri handles the cable and gondolas, so they share the highest vantage point in the city. When Tolvo says, "Everything looks small from up here," Yuri replies, "But the cable tremor feels big."

the Ramen Owner - A gondola for the last customer. the Ramen Owner sometimes climbs the outlying hills in the early morning after finishing overtime. Yuri runs the gondola an extra time during that hour. the Ramen Owner gets on the gondola, saying, "Hmm... I see..." and descends after briefly looking at the city lights from the top of the hill. Yuri never asks why he goes up, and the Ramen Owner leaves a bowl of broth for next time. The two do not assign value to each other.
Serena - Two people who don't rush. Serena and Yuri are discussing installing a new cable on Starlight Bridge. But neither of them rushes. When Serena says, "We don't demand a new line be installed. But if it is, I am ready to agree," Yuri replies, "Let's take it slow; the cable shakes if it rushes." They repeat the same conversation for several seasons, but both enjoy that slowness. Serena has never commanded him to install it by a certain time.

VIA - The recorder who wants to be Passenger No. 1. If a new cable line is installed, VIA wants to be recorded as its gondola's first passenger: "I rode the first gondola... The first passenger." Yuri finds this endearing, and whenever a new line is mentioned, he promises, "I'll keep the first seat for you." VIA also counts and records the current gondola's trips every day. Yuri finds it strangely reassuring that someone records the trembling of his cable.

Around noon, when the cable sags and the tremor changes due to the sunlight, the last day when he guarded the empty ascent briefly overlaps and passes. In the afternoon, he shares high-place views with Tolvo and leisurely discusses the new cable with Serena. In the evening, he lingers for a moment while sending down the descending gondola. At night, he docks the gondola and places the handle of the last gondola in its spot. He doesn't hide that handle, but leaves it to see it again tomorrow. If the player visits repeatedly, he suggests ascents a little more often than before and adds a little more to the story of the mountain village.
